White Paper #93 describes the methodology and uses of the DCRE Metric, which is a holistic metric based on the effectiveness and interrelationship of resources consumed by data centers. It incorporates multiple factors: energy efficiency, water usage, water stress and climate zones. It also introduces Water Usage Impact (WUI), a proxy of water usage and water stress where the data center is located.
